Mr. John Robert ULANGA, Director & Board Chairman, IHC Board of Directors

Accountant, Development and Policy Analyst in the fields of Governance, Accountability and Leadership. Mr. Ulanga sits in numerous Boards of Directors in Tanzania and abroad.  Since 2016 has been working as a Country Director for TradeMark East Africa, responsible for the overall portfolio of TradeMark East Africa support in Tanzania which includes support to Dar Port infrastructure and systems improvement, supporting Tanzania Revenue Authority in the construction of One Stop Border Posts, supporting Ministry of Industry, Trade and Investments in Trade related interventions and many other government and non-governmental organizations.  

Before joining TradeMark East Africa, he was the Vice President, External Affairs and Sustainability for BG East Africa. Before joining BG East Africa, Mr. Ulanga was the Executive Director of the Foundation for Civil Society, and before that he worked with the Economic and Social Research Foundation (ESRF). Previously, Mr. Ulanga worked with the Ministry of Finance and Planning as part of the team that introduced Integrated Financial Management System in the Government.

Mr. John Ulanga serves the Board of Directors of KCB Bank Tanzania Limited as an Independent Non- Executive Director having joined in 2016 and was appointed as the Chairman of the Board with effect from July 6th, 2019.

Mr. Ulanga holds a B.Com (Accounting) from the University of Dar es Salaam, an Executive Master in Development Policies and Practices from the Graduate Institute of International and Development Studies in Geneva, and he is a Certified Public Accountant (CPA Tanzania). Mr. Ulanga is also a Certified Emotional Intelligence Practitioner and a Certified Compliance Professional


Dr.  Alex Thomas NGULUMA, Member, IHC Board of Directors

Advocate of the High Court of Tanzania Mainland and Zanzibar and Subordinate Courts, Corporate and Tax Law Consultant, Managing Partner, REX ADVOCATES, with more than 20 years professional experience. He specializes in tax and corporate consultancy, tax and commercial litigation, commercial arbitration, liquidations and receiverships.  He has acted for clients in a variety of transactions, including the mining, telecommunications (interconnection), banking, manufacturing and insurance industries.

Dr Nguluma is also an expert on legislative and regulatory review matters, having advised companies in respect of gas-to-electricity projects, cement manufacturing, tobacco, telecommunications, insurance, tax and agriculture. In addition, Alex has participated in many high-level negotiations for foreign investors, local businessmen, government and public corporations. He holds a Doctor of Philosophy (Ph.D.) Degree (Warwick University, United Kingdom and University of Dar es Salaam – 1991)


Ms. Agnes Mungati BATENGAS, Member, IHC Board of Directors

a Real Estate Consultant based in Dar es Salaam, Tanzania and specializes in
the fields of Project Management, Project Finance, Value Management and Development Consultancy as well as providing advisory services on various matters related to Real Estate. She devotes much of her time working with the family business, helping to manage and grow their Real Estate Portfolio. Agnes is is also the Consultant local representative for eeeAustria a company that specializes in various Government to Government projects. Other business interests include Interior product design.

Agnes has an MBA (Real Estate and Construction) from the University of Reading, UK; A Royal Institute of Chartered Surveyors (RICS) Postgraduate Diploma in Project Management, UK and a Bsc. Honors Degree in Building Engineering and Management from the University of Brighton, UK., and a certificate in Interior design from the Interior Design Institute of Canada.

Agnes has several years of professional experience in Tanzania both in the Governmental Institutions and in the private sector. She has served on the board of the African Real Estate Society (Afres), a constituent member of the International Real Estate Society (IRES). She currently serves as the board chairperson for Assemble Insurance Tanzania and as an advisory board member for Culture and Development East Africa (CDEA).

Agnes is a Rotarian and joined Rotary in 2009 and describes this as a defining moment in her life and one in which she states has been a journey of Purpose and Fulfillment. She has taken on various roles during her journey in Rotary including as Club President, Assistant Governor, District Officer in various roles, Vice Chair for Tanzania, Country Chair for Tanzania and is currently the District Governor Nominee for District 9214 which is made up of Part of Uganda and all of Tanzania. Her most humbling experience within rotary was chairing the Rotary Dar marathon for Two (2) consecutive years working with
incredibly passionate and dedicated Rotarians. She also co-chaired the Rotary Task-force for Covid-19 in Tanzania, and was part of the New Districts 9213 &9214 re-districting team. She is grateful for the opportunity to be a Rotarian, making a difference in the communities in which we live.

Agnes is married with Three (3) children.


Mr. Samwel OGILLO (MB, BS), Member, IHC Board of Directors

Currently Chief Executive Officer at the Association of Private Health Facilities in Tanzania (APHFTA). He serves in several policy and strategy formulation committees in the East African Region. Dr. Ogillo has represented the private sector in several WHO consultative forums, including the UHC2030 and IHP+ Consultations, and a member of WHO Private Sector Engagement Advisory Group, which is charged to provide a roadmap for WHO Headquarters on how to advise member states to work with the private health sector towards achieving UHC. He is also a member of the Board of Directors of the National Health Insurance Fund (NHIF). Samwel has also served as a member of Business Environment Improvement Technical Working Group of the Tanzania National Business Council (TNBC), appointed by the Chairman of TNBC (The President of the United Republic of Tanzania) to advice on improving the investment climate in Tanzania.

Dr. Ogillo has also previously served as a board member of the Private Hospital Advisory Board in Tanzania (2014-2021) and NSSF SHIB advisory Board for 6 years. In the East African Region, Dr. Ogillo is one of the founders and Board Member/Trustee of the East Africa Health Platform (EAHP), a platform that brings together the Private Health Sector, NGOs, Faith Based Organizations in the region under a single umbrella. While at APHFTA, he has developed and implemented several innovative health programs for Maternal, New-born and Child Health, HIV/AIDS, Tuberculosis, Non Communicable Diseases, Quality Improvement in healthcare delivery, COVID-19 Prevention and Treatment, Healthcare Management and Access to Finance for the private healthcare sector.
In the cooperate world, health sector put aside, Samwel serves in several company boards, which have investments in Tourism, Hospitality, Agriculture, Pharmaceuticals and financial sector.


Mr. Jumanne Rajabu MTAMBALIKE, Member, IHC Board of Directors

A Tanzanian innovator and technology enthusiast, entrepreneur, social reformer, blogger, and author. Best known for championing the building of stable innovation ecosystems in Africa, he is a co-founder and Chief Executive Officer of Sahara Ventures, a company started in 2015 and dedicated to building a stable innovation technology and entrepreneurship ecosystem in Africa. Sahara Ventures is a group consisting of three companies; Sahara Consulting, a management consulting firm adopting innovation, technology, and entrepreneurial approaches; Sahara Accelerator, a corporate-sponsored and venture-backed startup and SME accelerator; and Sahara Sparks, a conference and marketplace for innovation and technology stakeholders.

Among many notable achievements, he is best known in innovation circles as the first Buni Innovation Hub Manager, and champion of Silicon Dar, Tanzania’s first organically formed technology district in the country’s financial capital, Dar es Salaam. For two successive years, in 2017 and 2018, he was voted as the most influential Tanzanian in science and technology. As a speaker, he has been vocal mostly on issues around innovation and technology for development including policies and regulations, and future technologies. His mantra is the use of innovation, technology, and entrepreneurship to solve the most complex challenges Africa faces. His voice has been heard through his personal blog, podcast series, Smart Monkey TV and in partnership with platforms such as VC4Africa.


Mr. George Mpeli KILINDU, Company Secretary, IHC Board of Directors

Experienced Corporate Attorney, George is currently serving as the Managing Partner at Kilindu Giattas & Partners, having previously served as the Partner in charge of the Banking, Project Finance, Financial Services, Capital Markets & Securities Department at Rex Attorneys. He has covered roles heading departments where he supervised and advised on numerous landmark transactions, notably: –  

– The first privately placed sovereign Bond issued by the Government of the United Republic of Tanzania arranged by Standard Bank Group amounting to USD 600 million;

– The largest block sale of shares (to date) at the Dar-es-Salaam Stock Exchange (the DSE) on the disposition of East African Breweries Limited’s shares in Tanzania Breweries Limited;

– The USAID partially guaranteed Bond issued by PRIDE Tanzania Limited listed at the DSE;

– The TZS 60 Billion Bond issued by Tanzania Breweries Limited arranged by Stanbic Bank Tanzania Limited listed at the DSE; and

The Millennium Challenge Corporation on setting up of the Millennium Challenge Account in Tanzania on the USD 800 Million reversible grant to Government of the United Republic of Tanzania.  

George has advised numerous local and international banks and financial institutions on the legal and regulatory framework relating to lending and creating securities in Tanzania as well as various Private Equity Funds on the acquisition of shares in Small and Medium sized Enterprises established in Tanzania.  

George holds a Master of Laws (LL.M.) in International Economic Law from University of Warwick, Post Graduate Diploma in Professional and Legal Skills from London City University and Utter Bar of England and Wales in Law Practice.

Dr. Ellen Mkondya SENKORO, Shareholders’ Representative, IHC Board of Directors

Chief Executive Officer – She is founding CEO of the Benjamin Mkapa Foundation (BMF), providing stewardship and strategic leadership to the institution. Prior to joining BMF, she worked with UNFPA managing Reproductive Health, HIV/AIDS & Health SWAP portfolios and has also led Government/Municipal Councils Health Departments.

In her work, she has enforced effective and productive partnerships, policy dialogue and programming across Government, Donors and NGOs for better health service delivery and systems strengthening. She is an observing representative of Shareholders in the Imara Horizon Company Board of Directors.

As a Medical Doctor and a Public Health Specialist, with 25 years’ work experience, Dr. Ellen holds a Doctor of Medicine Degree (MD) from Muhimbili University of Health and Allied Sciences and Master of Public Health Degree from the Netherlands School of Public Health & Erasmus University.
